TEMPE ELEMENTARY SCHOOL DISTRICT

TITLE: Buyer Senior

JOB DESCRIPTION:

Procure necessary supplies, materials, equipment, and professional services to meet the needs of the
District.

QUALIFICATIONS:

1. Education and/or experience equivalent to a High School Diploma or GED
2. Bachelor Degree (preferred) from an accredited college or university in Business Administration,
Accounting, or related field
3. Three (3) years of progressively responsible government procurement experience (preferred)
4. State of Arizona Identity Verified (IVP) Fingerprint Clearance Card

ESSENTIAL FUNCTIONS:

DUTIES AND RESPONSIBILITIES:

- Draft and issue invitations for bids, requests for proposals, and requests for quotations.
- Conduct pre-bid proposal conferences and respond to vendor questions pertaining to solicitations
and issue amendments if necessary.
- Administer the evaluation of bid proposals and recommend bid award for Governing Board action.
- Verify purchase requisitions for correctness and ensure cost effective vendor sources are used.
- Develop and administer purchase contracts; insure District is in compliance with Attorney
General, Auditor General, USFR, and procurement code guidelines on purchasing.
- Coordinate procurement related activities between District and vendor personnel.
- Manage the purchase of warehouse stock and maintenance of adequate inventory levels at the
central warehouse.
- Work with Property Control to ensure that adequate standard furniture and equipment inventory is
on hand and ordered.
- Maintain annual maintenance agreements for equipment located throughout the District.
- Perform other duties as assigned.

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

- Knowledge of District, Federal and State procurement codes, rules, and regulations
- Knowledge of government or school district procurement methods, practices and procedures
- Knowledge in the School District Procurement Rules in ADPM procurement such as CM@Risk
and Job Ordering Contracting
- Knowledge of methods related to development of complex solicitations and contracts
- Knowledge of administration and accounting practices and procedures
- Knowledge of computer software related to database and accounting administration
- Skill negotiating complex contracts and proposals
- Skill utilizing written and verbal communication in the development and presentation of reports,
recommendations and contracts
- Skill analyzing and improving efficiency while maintaining high level quality - Skill utilizing customer service/personal relations techniques in responding to inquiries, requests
and complaints
- Skill establishing and maintaining effective working relationships

Repetitive motion and eye strain through extensive utilization of computer hardware and software.
Mental challenge utilizing a high degree of independent judgement and complex problem solving.
